When the car is stopped and controls are idle, the frame cap falls to reduce unnecessary GPU work.

Battery Governor adds idle-aware frame caps and lighter parked weather work on top of the Thermal Governor, Frame Pacer and Render Optimizer passes. Press Ctrl+Alt+B in game for a local report.
